  1. Meeting called to order at 1:35 by Vice President Bill Novicki

  • Financial Reports
    • Current Reports -Schaefer presented reports. Discussed budget through November 2021 along with year-to-date totals.

    • Update on Strategic plan progress.
      • PowerPoint presentation slides from Lisa Ann given to Board. Lisa Ann will present completed plan at February meeting. New Mission statement, Vision, Values and new tag line presented. Schafer questions the word expert in vision statement.
    • Approval of Office Lease Agreement with DeKalb Park District:
      • Approve the proposed amendment to lease agreement which included some language change and updated service animal provision.
      • KSRA will continue with same payment of $3000 per month for next 3 years, which is comparable to other facilities.

  • Approval of Health, Dental, Vision and Life Insurance cost for 2022
    • Policy will be moved to BCBS Gold Policy with a slight increase of cost. Sam is opting out of KSRA insurance, but he will keep the life insurance.

  • Approval of KSRA Executive Director attending IPRA/IAPD annual conference in January 2022.
    • Cost for hotel, conference fee and food estimated at $1134.00.  Question asked if Sam will be attending any conferences.

  • Approval of 2022 Budget
  • New items in budget include cost of adult day program ARISE-3 days a week to start.
  • There will be minimum wage (rate adjustment) increases for a few current employees.
  • Camp Maple leaf will raise $75 in total full registration.
  • Dekalb Park District will pay for rental of shelter for CML out of ADA funds and not charge KSRA for the rental. 
  • Approval of Transfer of Funds from FNBO to Heartland
    • KSRA will transfer $150,000 from Operating budget to Heartland Bank to comply with FDIC insurance regulations and investigate investing within first of the year.  The account will be a savings account.

    • Auditor has said policy required to guide the procedure.  Schaefer utilized sample policies from Lauterbach & Amen along with Flagg-Rochelle Park District.

  • Approval of KSRA Executive Director to be named designated Auditing Official for Whistleblowers Protection Act Policy. PDRMA requires Policy

  1. Approval of Whistleblowers Protection (SAFE – T Act) Policy
    1. KSRA will implement this policy which became law in July 2021.  Policy is modified directly for the PDRMA sample policy.

  • A.D.A. report for project budgets from Member Districts for 2022
  • Stevens-FRPD: planning to replace playground-adding sidewalks and accessories.
  • Shea-DKPD: Upgrade to new playground at Hopkins Park, wheelchair lift at museum, River Heights updating cart paths.
  • Bafia-GPD: Have walking paths repaved, upgrade locker rooms to be ADA compliant.
  • Novicki-SPD: Upgrade playgrounds, sidewalks, concessions, baseball fields.  
  • Tevsh SYCPD: Absent
  • A.D.A. report for completed projects from Member Districts for 2021
  • Stevens-FRPD: work on out pool, deck made ADA accessible, splash pad built.  Picnic tables to be replaced with new ADA tables.
  • Shea-DKPD: Upgrade to Welsh park, Haish gym-new ramps
  • Bafia-GPD: Upgrade to playgrounds to make ADA accessible
  • Novicki-SPD: ADA and wheelchair swing, made more paths.
  • Tevsh SYCPD: Absent
  • Report from Foundation
  • Schaefer gave total amount raised from Donut Dash 5K. KSRA will join club of 5K circuit runners club as we are hoping to add more runners each year.
  • Golf outing for 2022 is set for May 20, 2022.
  • Letters to 2021 sponsors and donors from 2021 Golf outing with amount donated for tax purpose.
  • Program and Services Report
  • KSRA’s cooking program going well, continuing weekly bowling and HS transition programs
  • Winter break camp scheduled for last two weeks of December.
  • New intern will start in January, Lauren McVey from Aurora University.
